Campaign to Build Manipur for Our Next Generation
Manipur, a former Asiatic kingdom with a civilization spanning thousands of years, was built through courage, resilience, and a unique cultural heritage. But today, this once vibrant powerhouse of Southeast Asia faces a profound crisis. Corruption, greed, and division have weakened our society, leaving it vulnerable to external and xenophobic forces. Leaders enrich themselves, votes are bought and sold like commodities, and people compete for scraps instead of working together to build a better future.
This is not the destiny of Manipur. The Power to Change Lies in Us
Real, positive change cannot come from outside Manipur or from the powers in Delhi. It will come from our own people—especially our youth. By reclaiming our values of honesty, unity, and responsibility, we can rebuild Manipur from the ground up.
The Meitei Alliance – a consortium of like-minded diaspora Meitei organisations and individuals – is founded on principles that include democratic communication (free, fair, and informed discussion with consensus building), self-evaluation (the voluntary practice of identifying and addressing one’s own shortcomings), and democratic centralism (welcoming and accommodating constructive opinions, proposals, and suggestions). The Alliance also believes in fostering fraternal engagement and solidaritywith non-Meitei organisations.
On this auspicious day of October 18, the Meitei Alliance proudly launches a series of bi-monthly, non-political, people’s campaigns aimed at guiding the next generation toward integrity and civic responsibility.
The Meitei Alliance calls upon the youth of Manipur, from every native community, to join hands in this first campaign on Civic Responsibility – Every citizen has a duty and help build a peaceful, united Manipur for our generations to come.

(I) Campaign 1: Civic Responsibility – Every Citizen Has a Duty
Introduction
Civic responsibility is the foundation of any healthy, functioning society. It refers to the duties and obligations that citizens have toward their community, state, and nation. These responsibilities are not limited to obeying laws or paying taxes—they include active participation in shaping the society we live in. Without a sense of civic duty, societies fall into corruption, division, and stagnation. With it, communities thrive with justice, fairness, and shared progress.
For Manipur, where corruption and disunity have weakened our collective strength, civic responsibility is not just an idea—it is a necessity for survival and growth. When every citizen understands and practices their civic duty, the entire society benefits.
What is Civic Responsibility?
Civic responsibility means recognizing that our individual actions affect the larger community. It is the awareness that being a citizen comes with both rights and duties. Too often, people focus on rights—such as the right to vote, to free expression, or to development—without recognizing the responsibilities that accompany them.
Examples of civic responsibilities include:
- Respecting the law and ensuring justice.
- Voting wisely and refusing to sell one’s vote.
- Serving the community through volunteering, cooperation, and collective action.
- Holding leaders accountable and demanding transparency.
- Protecting shared resources, such as public land, environment, and cultural heritage.
- Practicing tolerance and unity, rather than division and selfishness.
In essence, civic responsibility is about choosing the common good over personal gain.
Why Civic Responsibility Matters?
- Strengthens Democracy
Democracy can only survive when citizens participate actively and responsibly. If people sell their votes, remain silent in the face of corruption, or ignore their duties, democracy becomes hollow. Real power rests not in leaders, but in the collective responsibility of the people.
- Builds Trust and Unity
A society where citizens respect rules, contribute to the community, and hold one another accountable is a society that people can trust. Without civic duty, mistrust grows, and people start competing for limited resources rather than working together for growth.
- Protects the Vulnerable
Civic responsibility ensures fairness. It requires us to care for the poor, the marginalized, and the voiceless. When citizens step up to defend justice, the entire community becomes stronger.
- Shapes the Future
The choices we make today—whether we act responsibly or irresponsibly—determine the opportunities of the next generation. Civic duty is about leaving behind a society better than the one we inherited.
How It is Affecting Us?
In Manipur, the lack of civic responsibility has become a root cause of corruption and underdevelopment. Many citizens, frustrated with poor governance, have chosen silence or even participation in the corrupt system by selling votes or ignoring injustices.
This has created a vicious cycle:
- People sell votes → corrupt leaders win → corruption deepens → development stalls → people remain poor → people sell votes again.
Breaking this cycle requires a renewal of civic responsibility. Every Manipuri must realize: “If I act selfishly, my society suffers. If I act responsibly, my society grows.”
How Young Citizens Can Practice Civic Responsibility?
- Be an Informed Voter
Learn about candidates and parties. Vote for integrity and vision, not for money or short-term benefits.
- Speak Against Corruption
Even small acts of resistance—refusing bribes, reporting wrongdoing, or discouraging others from corrupt acts—can create a ripple effect.
- Serve the Community
Participate in local initiatives, whether cleaning public spaces, helping the less fortunate, or preserving culture and environment.
- Promote Unity, Tolerance and Democratic Society
Reject divisive politics. Respect diversity of communities and work toward common goals.
- Lead by Example
Integrity is contagious. When one person acts responsibly, it inspires others.
Civic responsibility is not someone else’s job—it is yours, it is mine, it is ours.
We pledge to fulfill our duties as citizens and put community before self-interest.
(II) Campaign Methodology Details & Participation
All the campaigns will be live streamed and recorded and best speeches would be used in further community engagements.
1. Campaign I – Civic Responsibility
- Speech Competition: Monday, Nov 24, 2025
- Venue: To be communicated to participants.
2. Invitation for Participation
The campaign will primarily target students from Classes 11–12, colleges, and universities, though participation will be open to all interested citizens.
Participants are invited to submit their own 3-4-minute video recording responding to the following questions:
- How would you like to see Manipur 15 years from now?
- Do you believe civic responsibility plays a role in achieving your vision for Manipur? Why?
- What would you be willing to pledge to do yourself?
Dateline of Submission:
- The recorded videos should be submitted latest by Monday, Nov 10, 2025 via email to The.Meitei.Alliance@gmail.com OR WhatsApp to +919436004820. When the recording is submitted the participants should also include their details such as Name, Address, Class, Phone Number, etc. in the email.
2. Shortlisting and Mentorship
- From all valid entries received, 25 top submissions will be shortlisted for the next stage — a speech competition.
Shortlisted candidates will be announced and will be individually contacted by Nov 17, 2025. The list will also be published on the Meitei Alliance website meiteialliance.com.
Shortlisted participants will:
- Join an online mentorship session with the MA team to discuss civic responsibility, the purpose of the campaign, and the shared duty of citizens to create awareness and reform.
- (If feasible) Participate in an in-person mentoring session conducted by the local MA ground team.
Each shortlisted participant will receive a minimum of ₹500 to support travel and participation expenses.
3. Speech Competition and Selection
On the day of the competition — which will be live-streamed and recorded — the event will begin with an inaugural address by a Meitei Alliance representative, setting the context and reaffirming the campaign’s purpose.
Participants will present their speeches in alphabetical order. After the first round, judges’ scores will be tallied, and the top five competitors will advance to the final round.
- Each of the top five finalists will receive ₹1,000.
- The final winners will be awarded with token cash rewards as follows:
- 🥇 1st Prize: ₹15,000
- 🥈 2nd Prize: ₹10,000
- 🥉 3rd Prize: ₹5,000
- The Meitei Alliance will also offer guidance and career development support to the winners
- Every participant will receive a citation from The Meitei Alliance.
The Meitei Alliance representative will announce the opening of the next campaign after the awarding ceremony.
4. Content and Outreach
All video submissions and competition recordings will be curated into short content series to extend the campaign’s reach and inspire a wider audience across Manipur.
Through collaboration with local partner organisations, the campaign will continue engaging schools, colleges, and universities. MA-prepared materials will be used to facilitate workshops and discussions on civic responsibility and ethical citizenship.
At the end of each engagement:
- Students will be invited to write their own personal pledges reflecting their commitment to civic responsibility.
- These pledges will be displayed on a “My Pledge” Board within each institution.
Standard, framed “My Pledge” boards will also be installed in schools and colleges where in-person engagements are not feasible, ensuring that every institution has a visible symbol of student commitment and civic values.
5. Lasting Impact
This campaign aims not only to celebrate voices of integrity and vision but to build a sustained civic culture in Manipur—one that values honesty, participation, and community pride.
Student voices recorded, every pledge written, and every conversation sparked will contribute to a larger movement toward a more aware, united, and responsible Manipur.
